Because prenatal care is important in preventing health problems during pregnancy and in promoting newborn health, the program was developed to promote early and continuous prenatal care and to remove financial barriers in obtaining such care. This contrasts with an entitlement structure (which is what SNAP currently has), in which anyone who is eligible for benefits or services can receive them.
